In what way are they broken? 
I think they sound like gnomes on helium, at least that’s what I’m imagining in my head.

There used to be a button to enable/disable death knight reverb/modifier on all voicelines. that button was later moved someplace, and randomly unticked after some patches back in the day, i cannot find the button anywhere, and “enable reverb” button does nothing to re enable it. I had not bothered with it since it seemed like it finally decided to “stay enabled” after patches and not reset. but this latest patch changed it, for me atleast, aswell as many others.
The setting used to be in sound setting, i cant find it anymore, ive searched mostly every option and found nothing so far. many say it’s a bug that Blizzard keeps ignoring, and it may very well be so, im just annoyed that they have to move/remove/reimplenent the button to toggle it every patch aswell as randomly unticking said setting.

Reverb is still an option for me under Audio.
Yep, i got it ticked, it does nothing.
there used to be a very simple button around the sound menu that said “enable death knight voice”, simple and easy, now it’s gone.

I think the dk’s voice has been bugged, because with mine he has a normal human voice instead of the typical dk one. Does anyone know how to activate the dk’s voice again?

Just to parrot the bugginess of voices/soundfiles:
Classic Era has a major bug with 60% night elf mount sounds — hitting spacebar / mountspecial makes the animation, but zero sound.
It’s interesting how there seems to be so many sound bugs going around (Among other bugs… looking at you foils…) 
Reverb Sound effects are not connected to the voice lines, afaik. That setting should only affect area reverb (for example, when you are in the Dungeon Tol Dagor and rob through the pipe, you get strong reverb due to the area).
Would be new to me that it affects voice lines too.
