Declaration when offensive cd is used for pi

Hi guys, saw a streamer playing shadow that had a message (not chat message) appear in the middle of the screen declaring when a dps used their offensive cd. e.g “PlayerName” used Avenging Wrath. You know how this is possible?

Probably pvp weak aura set or gladiatorlossa?

there is a weakaura that i have been using:

this one will place a shining frame on the player who just used an offensive CD so that you are alerted to place PI on them.

In dungeons, it does it by itself and tracks which player used a CD and places the shining frame.

BUT

In raids, it places the shining frame only on to the player who whisps you “pi me”. Which i find smart, otherwise you’d have 15 players shining on your screen.
