Deeply rooted elements proc rate

How an earth can there be a spec thats THIS RNG dependent??
Raiding with guild last night, mythic Terros one of the few times ill use the physical build since its pure single target.
However regardless of what i do as a player my damage is entirely up to whether ascendance procs or not. Its not just a little bit more damage its a LOT more plus its an exponential increase due to having 60% reduced stormstrike cd while ascendance is up, so more ascendance = more stormstrike = more ascenance.
My second last pull for terros i had 165 stormstrikes… and TWO procs.
Thats equivalent to a 1.2% proc rate.
Last pull with boss cleared, 195 total stormstrikes and again… TWO procs. Thats a 1.02% proc rate equivalent.
Like seriously i have no control over the procs and the difference in dps when i get these super low proc rates compared to the rare times i actually get close to what the average should be, never mind getting “lucky”, is huge. Its like a 40-50% dps difference.
Theres also the issue of getting “wasted” procs, meaning even if you technically had a decent number of procs, if you proc ascendance on the first windstrike when already in ascendance your not getting much value from it. Like you proc for 6 seconds, 1 second in you reproc leaving your totaly ascendance time at 7 seconds as opposed to 2x6 seconds for 12 seconds total.
Can we PLEASE do something about this.
Maybe make it a stacking PPM thing to ensure consistency, or maybe give stormstrike a muuuch higher chance to proc it but give the ascendance itself an internal CD of 15 seconds or something

Gambler is notoriously high rng, but there are other builds which are not as rng heavy.

The problem is that dre is so low proc rate that it significantly varies in performance.

If you follow ptr, in 10.1 it is changed to have a built in bad luck protection.

It might still say 7% but the variance has been reduced to work like a “ppm” proc. Blizzard still did not share how exactly this works, but shaman discord says it was a slight nerf (close to 1-2%).

Seems that blizzard heard the feedback of how rng heavy this is, but we are still waiting for the math behind their changes.
