When I tried to complete the quest Devastation the note was empty. So I abandoned the quest but there is no option to restart it.

Same issue here - Managed to find Rhea in new kargath after relogging, but she just vanishes before i can come in range
Can confirm… same happens to me. When i check the scroll, the note is empty. Cant turn in ><
