The Devs correctly remarked that atm, Ele is lacking in finishing power.
But the changes are weird. Reducing FS uptime and crit chance, which reduces Fire Elemental uptime which is feeding us procs (and gives us a small dam red)…all for 12% buff to LvB doesnt seem like a good tradeoff.
As for Volcanic Surge…I mean I get it, you want to push Ele into hardcasting. But unless you buff the talent to the point where 1 LvB on its own can make you run for your life (simillar to Wotlk), it just wont get picked. With a proper talent setup, you can already nearly global some1 with LvB hardcast. But it still not picked, and for the same reason why Elemental Blast build is not picked.
Hardcasting just does not work in modern arena, especially for ele which lacks cc and self tools to create casting opportunities.
