I did a request to move one of my characters via the online form it DID NOT work and its still in an endless loop, it also now say I have to wait 4 hours before trying again.
Same here, the character I am writing this post ‘from’ has been stuck in Zaralek.
I suppose this is a shard-wide (experiences may differ due to the zone’s fragmentation) issue. Once (not in the Isles) I had to wait an entire week until the server restarts.
Relocated interface directories, waited 30 minutes, ran scan and repair as well.
I am told to make a ticket but the page just keeps directing me to other support pages. 
edit: the second and third attempts did not help either
edit2: finally found the ticket form, now let’s wait………
