Yesterday, I did my Legion Tomb of Sargeras HC on my guardian druid alt. On him, since legion, I have the OG mage tower appearance unlocked.
One of the appearances of the said artifact skin is the light brown one, which you get from defeating Kil’Jaeden on HC.
I have been told that it is and has been possible even since Legion to farm appearances for your artifact skins - So long as you have the base version unlocked.
Is this still the case or is there another reason why didn’t i I get the appearance?
Sometimes the game requires a restart or possibly a character relog for the appearances to show up. No idea what’s up with that though 
And afaik indeed if you have the base unlocked, the other colors should be able to be unlocked. No idea if it must be the very original druid though you unlocked the base tint with in the first place however.
I tried both relog and even game restart. The druid I am playing on atm is an alt druid.
This would be why then, the Artifact skins have to be unlocked by a character who earned the base skins.
If your alt druid doesn’t have those Artifact Appearances in their Class Hall, they can’t unlock skins for them.
You’d have to use your original druid, the one who you completed the Mage Tower on back in Legion who has those Artifacts and the Appearances to unlock the other color variants.
