How is it that people are able to do this? Whenever i go to Transmogrify and to “Legion Artifacts” while Affliction for the scythe, and i change back to Destruction spec the transmog is being removed.

Instead of going to Legion Artifacts, you’ll find the transmogs for artifacts for the other specs in the appropriate weapon category (e.g. staves for the Affliction weapon). That will allow you to apply them, regardless of your spec.
However, I think you can only apply them to the correct weapon type, so you could only apply the affliction staff to another staff, not a main hand and off hand. Unlike the actual artifact transmog category (which is still spec-locked), which overrides these restrictions.

Makes no sense why “Legion Artifacts” is still there anymore then, it’s just misleading.
I think that’s so you can still apply the artifact of your current spec onto any weapon type. But yes, having things in multiple places makes it more difficult to find!
Legion artifacts can be aplied anywhere tho from that section so it still serves a function
It’s useful for scenarios where you don’t have the right weapon type.
For example, an ele Shaman with a Dagger or Staff wouldn’t be able to use their artifact because they have no access to “fists”.
But it is very misleading. What they need to do is put ALL the Artifacts into that tab.
