Two times I have done the timerift today and neither of them gave me a Dilated time Capsule. Arenth they supposed to drop every time?

you get them from the weekly “bag”
I made three yesterday with my main and got one on every kill.
not really catch up gear when its weekly or very rare

I got one out of one today effectively but had done two attempts, first boss had died before I got to it. Second one I got, I did use my token thingy and got an item and the capsule.
Not sure if that has any relevance to it dropping or not
I read about it and its not guaranteed from the boss. I just got lucky on my main. Funny thought that that is the character that needs them the less. 
They are very rare. And utterly useless if you’re catching up tbh. I did 7 rifts, and I received 1 at the end. For a 402 ilvl piece of gear.
Way faster to do Zaralek Caverns WQs or just do PVE content.
There’s also a chance for those pieces of gear to drop from the boss I believe. Just keep doing it and pray to the RNG gods. Getting 3 capsules in a row obviously means you got lucky.
It really shouldn’t be about luck it was supposed to be catchup gear, i have done 12 rifts with no drops, if i wanted to do it on a few alts id have to do it 100s of times or more to get 401 gear, the drop rate is way way way to low
