I can vaguely remember that PVP hit cap was like 5% and there’s always a 1% chance to miss.
As for disarming someone and still being able to attack, they’re still able to fist you yes, or use skills that doesn’t require a weapon.
The 1 % miss chance was removed in patch 3.0 and never returned.
Really? Hmmmm the other explanation could be you didn’t exactly hit the hit cap, or if effects are in play (e.g. enemy temp buffs active) but it has been a real long while for MoP.

Are they using defensive abilities? If you disarm someone they can’t use abilities that require a weapon - if you’re still getting hit by big melee attacks then your disarm missed. Don’t worry about capping expertise for PVP, you just need 3-5% hit.
With 6.48% hit and 8.11% exp none of my attacks should be getting dodged or parried without a defensive being used yet most of my attacks do. My disarm misses too.
Even NPCs are dodging and parrying my attacks. Something here is broken.
Rogues ferals hunter moncs for example have about 30% dodge without def CDs. There is no real expertise cap in pvp
in general, in expense of armor, leather wearer have increased dodge chance built in as defensive part. In case of dodge and parry, u will enver get parried and dodgen when hitting form behind
I swear it’s getting worse, Even cc’d players are dodging and parry my attacks, Casters, hunters and when I’m attacking a player from behind.
Has my account been nerfed or something? No one else seems to be having this issue.
Nobody can dodge while stunned. They can activate defences though that give 100% avoidance.
You have 8.11% expertise, so that reduces my chance to dodge you by 8.11%. However, as a rogue I have a baseline 25% dodge chance, so I will still dodge you a lot of the time. You only negate my parry ability if you first get past my 25% dodge, so I will ALWAYS be able to parry you unless I’m stunned.
Duel me on Pyrewood Village as a test, if you’re on that server.
Alliance characters can dodge, parry, block attacks whilst stunned or feared. The same goes with my pets attacks too.
Also whats with alliance players being able to attack across the map???
Becous Dodge an Parry scale with agi and strength , so the better gear target have the more avoidance it have, ther is hit cap in pvp , but expertice cap is unreachable , it something around 30-40%
Are you sure you’re not playing on a borked private server by accident? Are you throwing stuns into paladin shields? Do you have a screenshot of a stunned character dodging? I constantly stunlock people and never have them dodge/parry/block. No idea if you can dodge while feared but it wouldn’t surprise me if you could.
I too have felt that something is wrong. Soooooooo many parries and dodges when I had basically forgotten they were even a thing before the pre-patch came along. Also, Shred seemed to have a unusually strict positional requirement, but it feels more like before again now
Alliance players 100% parry and dodge more attacks than we Horde do. Fix it Blizzard.
Have you got something like Details combat log to prove that? Here are my auto attacks vs a couple of alliance I just fought.
Hit: 36.7%
Crit: 30%
Miss: 13.3%
Dodge: 3.3%
Parry: 1.7%
