It… really isn’t. I mean Tauren, Worgen and Pandaren don’t exactly have mouths capable of forming many words either, but they still manage somehow.
And jawless forsaken…
And NPCs do it all the time.
And dragons are quite capable of speech, as are the Wild Gods and Loa. Druids speaking in forms isn’t too unreasonable.

It makes sense in that case because those creatures are humanoids. Besides, this is an “I wish” thread. I know there’s NPC druids that talk when shapeshifted but still I really think it looks dumb

Adding to this; I think every race should get new barber options like hair/beard/earrings/tattoos. It’s long overdue.

it’s literally the best plate helmet to fit on the heritage armor + I’ve been wearing the grey version of that for so long it’s kind of part of my character now

I think naming a new WAR chief might counteract their whole last “development”, maybe that’s why they haven’t named one - for the time being.
Honestly, I’ve found myself lacking any real investment with BFA’s war campaigns.
