It is the same reason everyone in Northrend Dalaran traveling across the centre park get dismounted due to the timewalker NPCs.
Its strange how they do it to some quests npc’s/vendors but not all by making people dismount by them .

Some of these dismounts are made so that you won’t cover the NPC with a longboy or another oversized mount. It’s like covering a mailbox, and if you were able to do this with a daily turnin’s NPC, you’d keep getting /slaps and the like until you go away.

Doesn’t make sense in this case since you could still do this as long as you don’t click on the map. If they wanted to acomplish what you’re suggesting, which is fair, then there should be a no-mount zone around the quest giver NPC/item, which also exist in the game.
This seems more like a copy-pasted code from another quest giving item that had a reason to dismount people, and they just forgot it was there.
