Hi, for bosses like Viq’Goth I wish to have a macro that dispels basically anyone that I can dispel.
So basically, if I can’t dispel the first target it will automatically target and dispel the next one in my party.
Is this possible?
Get a healing addon like vudhu, it does that for you

Not in an automatic way as you desire no.
A good UI (party frames mostly) setup should help you seeing who has debuffs (grid, vudhu, … etc). Combine that with an @mouseover macro and it’s really easy and quick to dispell.

I support the already said, proper display through addon and manual debuff.
Also in this case before you clean the specific debuff you’re talking about you should first check player position because it will knockback others too close.
Dispel should never be automated, it will decrease your perfomance hugely when you need to dispel under certain circumstances like in the boss you mention, if you don’t practice your response won’t be good enough on more demanding situations.
Also other bosses cast debuffs you might keep up (like SoTS last boss on you to increase damage).
