No. Transmog restrictions won’t change from what it is now.
Transmog collecting restrictions change. Any class will be able to collect any item appearance, regardless if they can use it or not. So if an item gets Soulbound to you it will be added to your account wide transmog collection. But still plate uses will be able to mog only plate, mail users only mail, leather users only leather and cloth users only cloth.
