I am questing in Legion and some of the quest rewards are artifact relics. Am I supposed to use these? Or should I sell them?

Nope. Artifact relics are … well, relics of the system that was used in Legion, where you added them to power up your artifact. That system was removed at the end of Legion.
You can just vendor them now.
OMG I am so sorry. Yes, Chronormi below is correct. Artifact Power is gone, but the relic slots are still used. Need sleep, or coffee, or both.
If you have an artifact weapon it can be used to raise its item level. Shift click the weapon to see its slots.
The artifact traits were removed, but if you want to raise the artifact’s ilvl above 20 you need those relics.
