Level 2 is the main building. But the quartermaster doesn’t show any quests. I bought a missive from him, I did it, but there is still no quest. What could be the problem?

If I recall correctly, you need level 3 garrison. After that, the invasions should start popping.

To trigger an Invasion you need to do those Scouting Table misions. Near the fire in main hall opposite the Mission Table (Alliance Garrison, I don’t remember how the Horde one looked, not even sure I upgraded myHorde one to level 3).
Or you can buy an item of Sergant Crowley near the daily Resource Cache (just outside the town hall) called Missive: [Various Locations] which will let you choose a specific Scouting Location to trigger a specific type of Invasion.
I buy it and finish it but the quartermaster not giving any quests after

Been a while since I did one. I stopped doing them after the squish as they’re harder to solo now. I only really wanted the achieves. Might look at it again at some stage though.
I have only level 2

There easy now at level 70 (was even at 60). You can basically start them off and go AFK until the end boss arrives and you still get the highest reward.
Yeah fairly sure it needs to be level 3 (but could be wrong). I noticed that the QM didn’t always show up the invasions after you completed a missive until you zoned out of the garrison and then back in. Just flying out until your in Shadowmoon then back into your garrison worked for me and refreshed the QM.
Also worth noting as it may save you some wasted time. You can only have one of each invasion ready at the QM at a time. So if your buying missives be sure not to hand in two of the same mob type in at once as that will only give you one invasion. Instead hand one in, do the invasion then hand in the second one to get the second invasion.

I thought that after the squish the guards in your garrison no longer scaled up to your level and so weren’t really capable of doing much. I might be mis-remembering a bug or something else that happened.
The achieve I’m missing is the one where you can’t let a building go on fire and you definitely can’t AFK that one.
Which squish? As there has been a few now 
But i did do one not too long ago and basically just sat on top of the inn and watched, at the end i just had to clean up some mobs which were stuck on top of trees becuase of the bugs.
Yeah that achieve needs a bit of attention but still easy if nothings changed since i last did one as you can solely concentrate on that task while the NPC’s do the rest.
