Pretty much as it says.
Now that Legion artifacts are not spec bound, do the ones with voice lines still talk even when you’re not in the right spec? I imagine some of their lines might be tied to spec specific abilities at least.

I just finished leveling a mage earlier this week and while leveling in frost spec with Aluneth tmogged, he did say his voicelines for stuff like food conjuring, so for mage it does seem to work.
Haven’t tried it on a warlock or priest yet, but I don’t see any reason why it wouldn’t work there.
