Both FF14 and GW2 have tons of instant abilities on casters. Frankly in GW2 it’s rarer to find an ability that has to be casted rather than something that can be used on the move.
Just play BM and you will never have a problem with casts 
And WOW isnt either one of those games and it shouldnt be trying to be. One of the best things about wow for me is when the abilities feel impactful and mean something.
Playing Fire mage really made me think about when i was going to cast and how i could position myself to make use of the long casts. If everything was instant cast this would have been irrelevant.
I dont see the need to try and be something else.

Then just stand still. The ability to cast while moving would literally change nothing for standing still kind of gameplay if a person would just like to stand and cast spells.
Quit being ridiculous. If I can run and cast then it will directly increase my damage because it’s easier to dodge stuff, and of course for that Blizzard will nerf the damage to keep things balanced. If you add move to cast, and I refuse to, you nerfed me.

Bm hunter use weaponry as a primary weapon.
that is why they can get away with it being fired on the move i guess which makes sense if you ask me.
MM invovles aiming and precise shooting (at least that’s what i think of when i see the name marksman), that is why they have to stand still to fire.
as far as i am aware spells generally in most fantasy scenario’s is something which needs to be focused and conjured in order to manifest it.
so it makes far more sense for it to be a stationary casting than one on the move, and if they can be cast on the move they should be very very weak in comparison to stationary casting as the focus would not be the same to conjure it.
No bueno casting
PvP should have zero effect on PvE.
Only logical option is to add a cast bar to every ability! Melee and ranged.
Though, i don’t have an issue with the casting. Just that we are stuck while we cast, unless you are a hunter. (Seriously, reading a bow is a “cast”, gotta position and aim and that takes time!)
