i.e. if I, an alliance member, log off in an inn in Brill or undercity, will I get rested xp at the same rate as an orc would in those locations?

No. They are not considered safe zones.

There can be such locations but they’re really just a bug or overlooked(Certain voldun spots are rest areas for alliance I’ve discovered; retail, of course), so don’t really bet on it
And you could - at least last I tried -sell, buy and get repairs in Xroads as Ally

Beach is another “not safe” zone irl, but when it’s really hot during summer, all I need is a nice pillow and the sound of the ocean. It’s awesome
I had seen one trolling video, where somebody played Alliance female character and lured Alliance male to quite corners of the inn, where that “girl” relogged to his undead rogue and killed that Alliance guy and started fishing on another female character later. Instant logging off in inns might had to do with it.
Would you as a Ukranian soldier go in to a Russian military base to take a nap and expect to have a great sleep?

OK. I gave it a go. Unfortunately, however, there is a high lvl deathguard in the brill inn and i can’t res without getting into combat.
Update: i found a quiet corner and i can’t instantly log out which makes me think i’ll also not get rest.
