Does Havoc ever feel as nice as Vengeance?

I’ve come back to WoW in the last few months and have levelled every class up to 40s before deciding which one to take forward as my main when I finally purchase Shadowlands. I initially enjoyed DH but in the late 30s and 40s I started having real trouble levelling in BFA as Havoc. I’ve switched to Vengeance and it’s a startling difference. Buttery smooth rotation. Rather enjoyable! Although I feel too nervous to ever tank in dungeons.

Conscious I don’t have my full kit and abilities. Does Havoc get better again?

no havoc hits like a wet noodle in ST and is middle of the pack in aoe AND is melee.

blizzard really gutted the spec,vengeance also feels squishy af if you’re not shoehorned into going kyrian(and thus kill havoc off completely)

compared to 9.0 yes, compared to bfa, no. Still pretty decent spec in both pve and pvp, but not a top tier in any of them, still not bottom tier either
