Does anyone know? Been testing for ten minutes or so but it is kinda inconclusive, figured someone else might have figured it out.
Flurry doesn’t root, has a chance too with frostbite talented but not on any bosses or lieutenant mobs.
More of an mass aoe talent I would think, or maybe if your chucking glacials in pvp.
