Basically Title. I’ve already completed the achievement “Improving on History” to unlock the base skins for my artifact apperance, and finished Glory of the legion hero today. I instantly got the achievement + the Leyfeather Hippogryph mount, but I haven’t unlocked the blue-tinted skin for my monk’s artifact appearances, despite having all the requirements. I’ve re-loaded the game, closed the game, and rebooted my PC to no avail.

It sounds like you covered all the requirements and I can’t see any immediate reason why the tint wouldn’t be available.
As always though, any suspected bugs would need to be reported via the in-game tool to make sure it reaches the right people. Details here:
