I am on the Dominating the Indomitable quest right now. I have completed Neltharion’s Lair but in the end Ma’haat the Indomitable is not showing up (or should I somehow summon him?).
I noticed while trying to find solution online that people are accepting this quest after killing Dargrul but in my case quest is located outside of the dungeon.
Is it a bug or am I doing something wrong here?

That’s strange. Have you tried abandoning the quest and re-accepting it while remaining in the instanced version of Neltharion’s Lair?
Otherwise, try and hearthstone out and re-enter the instance through Navarrogg outside of the main Dungeon entrance?
Killing Dargrul would not be a requirement. I definitely did the quest before on characters that haven’t done the normal dungeon and managed to complete it.
Shoutout how you get on with this, I’m sure we can get to the bottom of this somehow 
I tried abandoning quest few times, restarting instance… Later I will try the heartstone solution.
In the meanwhile, is this quest located in normal dungeon instance or some scenario that looks like instance?

If you speak to Navarogg at the entrance, you will enter the specific instance that will allow you to complete the quest.
What a mistake, turned out I had to talk to NPC to enter instance not to go in myself. I was looking to that options at first but only tried quest giver not the NPC next to him…
