They never proc. Neither on the dummies, nor in arena. As if they had a 0.x% chance to proc at all. Idk, a talent that has mount drop chance to even do something is pretty much useless.
Dummies can be buggy sometimes, on Arena for me doomguards proc normally.
The Doomguard proc is particularly buggy on dummies, but it works in PVP
