I know most PvP peeps use the cloak or chest, my question is, what are you going to craft the cov leggo on slot wise? 
Whichever slot you dont get lucky to get a tier set drop at first. Later, after you can pick your tier slots, think its better to craft on hands slot, as its the worst itemised in term on pvp ( big mastery, no versa).
That’s exactly what I was thinking. If you check the covenant leggo currently it is limited to waist and something else though, which would be a bit pants not being able to optimise the gloves slot
I think you can craft it anywhere with revered rep item, which should be easily reachable if you messed around in zereth the past 2 weeks. There are still 8 more days till then so enough time to grind it.
If you plan on getting high ranked pvp items ( rival II/duelist), the difference between lets say chest/legs leggo 292 vs pvp item will be lower then the gain from leggo on hands and not waisting that slot for mastery.
Oh yeah I’m not complaining my dude. I’ve not done every daily, nor farmed rares and I’m like 7500/12000. Fingers crossed on the gloves at revered
