I already did a lot of the quest line in Draenor , in WoD.
I have nothing left to learn from the trainer.
Still can’t fly in Draenor.
Where are you trying to fly as some places are no fly zones
Are you level 30?
I am lvl 50 and I was trying to fly where there was another player up in the air.
Did you earn welcome to draenor?
You’ve not done pathfinder I think. You asked a similar question in another thread yesterday IIRC 
Pathfinder is not required anymore, given thar we are in SL (9.0)
Doesn’t all 3 expansions, BFA, WoD and SL still all require pathfinder?

Very strange. I got that on my character and was able to fly. Never did draenor path finder.
Maybe check flight trainer at orgrimar?
nah. my bf doesnt have wod and legion pathfinder and is able to fly there. as far as i know you only need bfas pathfinder in order to fly there.
Raise an in game bug.
Husband went to Legion after prepatch and could fly but never learnt Pathfinding for any expac
Try going to legion and seeing if you can fly, or trying a different zone in Draenor
That’s super weird then. Either a bug, or not going to the right mount trainer maybe

You no longer need to earn the achievements 
Draenor Pathfinder or 
Broken Isles Pathfinder, Part One/ Broken Isles Pathfinder, Part Two to fly in Warlords of Draenor or Legion zones. You will automatically be able to fly in those zones upon earning 
Expert Riding (or coming into with a character 25-30 who already has flight skill). You can still earn these achievements for the mounts and other perks, but you don’t need them to fly in these zones anymore
