It’s been awhile and I don’t have this on any of my alts and want to get it for the transmogs it gives.
I know you get it from the Spires of Arak, but I don’t want to quest through the whole zone unless I really have to. Is there any way to skip to this part of the questline to just get the Salvage Yard or do you have to go through the questline?
You don’t need the WHOLE zone. The top comment here provides a path
As far as I know, and as far as Wowhead knows, there is no alternative way to unlock it.

Most of the transmog stuff you get from Salvage Yard is also a starting gear for either boosted character or Class Trial character. So you can unlock most of it by making class trial of every class and login once. Unless they changed it you can make 4 class trials per hour and 8 per 7 days.
As for the Blueprint, yes there is no other way, you have to do that one questline in Spires of Arak.
I know that those sets are also available from boosted/trial characters as well as party sync loot.
Also wowhead says they can/could be looted from supply chests in the Darkshore warfront but I’ve never done warfronts so no idea about that one.

Regardless getting those sets isn’t particularly hard.
I believe that was how they did catch up gear at the time.
