Draenor tier 1 garrison

Is there a point to level 1 garrisons? I have one small empty plot but I can't build anything on it. I've looked online and it seems the only way to get level 1 blueprints (and all of them at once) is to get the tier 2 garrison, which also increases the amount of plots. So why is there that tier 1 garrison with that 1 small plot where you can't build anything because you don't have any blueprints? Is there another way to find level 1 blueprints somewhere? Vendors seem to only sell level 2 and 3.
Just wondering.

You may have been able to in WoD but they may have changed it since. I'm sure you were able to build at least one thing at level 1.

It takes hardly any time to get to Level 2 anyway and in all honesty it's not really worth building up a Garrison anymore. By the time it's useful you'll be in Legion levelling territory and there's not a lot the garrison is useful for other than getting some boring mounts and low level items.
@Catberry: It at least WAS possible to get level 1 building plans from professions quest lines. Not 100% sure about now as professions have been altered.

That's still a case but only for crafters. If you do quests you eventualy loot an item for your profession that starts the special questline. This questline awards you Dreanor version of that profession and a blueprint for a building for that profession.

In General level 1 garrison is just a starter garrison, and there isn't much point of keeping it at this level.

Garrison guide, can't say if anything is changed or not:

They are practically obsolete and for your first char I don't think you need to bother, just lvl through. Maybe later...

Garrisons were practically hated by everyone in WoD, because everyone was spending so much time there and it got lonely. Now I find it quite nice and peaceful in my fully lvled Very own Castle with jukebox, auctioneer, decorations for Halloween and Xmas, cute pets running all over the place and whatnot. There is still money to be made from hexweave bags. Mats are free, just make use of the generated resources, there is very little work. Selling fur and leather gives some profit as well.

IIRC you get a quest reward very early on of a book with all the level 1 blueprints in it, you need to ‘use’ this book to learn them.
Probably worth noting that there’s a bug where the game tells you that you need a blueprint to build a specific building even though you may have just learnt it. I found that relogging or doing a ‘/reload UI’ sorted it out
