Dragon Riding action buttons Issue

Hello,
When I mount on my Dragon riding mount my action bar changes - which is great! However, when I put in abilities like “Surge forward” and log off. The next time I log in, those abilities are gone and I have to do it again.
Note: I always log at an inn or I wait the 20 seconds.

I have to do this every time!

A known issue or something to do with my setup?

Dragonriding abilities are gone and she has to put them into the action bar again
