I bought the latest expansion, and as I understand it, the content for the latest expansion The War Whithin unlocks somewhere at the higher levels?
Also, when I created a new character, I got a message saying, ‘Reach level 18 to continue the Dragonflight campaign.’ But once I reached level 18, it then said, ‘Reach level 28 to continue the Dragonflight campaign.’ I haven’t received any quests to start Dragonflight content yet.

That seems just wrong. What have you been doing to get to 18? Questing in Ellwyn? Nothing wrong with that, but it will only last until 30. The mobs there don’t scale beyond 30.
I came across someone else recently who didn’t get a clear quest to start Dragonflight content, and I don’t know what’s going on with that.
I just tried taking two separate characters to Dragonflight - one a freshly-made Earthen, who start at level 10, and one an old existing level 10 I never developed. Neither can start the Dragonflight campaign, even by talkingto Chromie outside Stormwind Embassy. She puts me in the Dragonflight timeline, but gives me no quest.
I think it has to be a bug introduced with the new patch. I recently checked out someone with a problem getting OUT of the Dragonflight timeline.
I don’t know of anything you can do in-game to solve this. I travelled to the Dragon Isles on the ship from Stormwind Harbour, but while I could pick up side-quests there, there was nothing I could doto start the mainline campaign.
You can level up to 30 around where you are.
I found a guard beside the Hero’s Board in Stormwind beside the Auction House offering me the quest Tides of War to start BfA content.
The Adventure Guide, which is a button on the bottom bar, on the right, looks like a red book with a skull on the cover, offered me quest to start Legion (Broken Isles) and Warlords (Tanaan Jungle), which are other expansions you can level beyond 30 with.
