Dragonriding spells coming back into actionbar

Does anyone know why the Dragonriding spells keep coming back in to my actionbars? Especially -Bronze Timelock-
I move it out of my action bar, I use a portal or my Heartstone, and then it’s back in my actiobar and messes with the order of the other Dragonriding spells I have in my actionbars.

I did find some other topics to this from a year ago, also on discord people say that’s a blizzard thing, so how does it come it’s still a thing.

Any work around for this?

Do you maybe have an addon that interfers with your action bars? I can move my dragonriding abilites arround freely with no problems, and they stay where i put them.
