Dragonscale Expedition Flags - Forbidden Reach

I was doing the the Dragonscale Expedition Flags for the rep the other day whilst we had the buff. I had no issues until I hit Forbidden Reach.
https://wowpedia.fandom.com/wiki/Dragonscale_Expedition_Flag shows 4 flags in Forbidden Reach, but I can only find 2.
I am unable to find the flags at Morqut Islet and Stormsunder Mountain.
I did ask GMs but they were unwilling to confirm or deny their existence.
Anyone seen these flags?
