Well,
In order to do this quest you need to take it from [Taoshi] in townlong steppes and have to turn it to an NPC called Bowmistress Li in the Serpent’s spine. This is the starting quest for Dread Wastes.
So the issue is when you land on the wall where she stands and approach to her, she suddenly disappears. Talking to Nizdormu also did not work. I think it is bugged because of the BFA content (visions etc). Please help.
I had the same problem with Bowmistress Li for the Quest:
She phased out every time i came very close to her. In the US-forum there is a thread dealing with that phasing topic:
The last entry says that the bug was fixed. I immediately checked it out which my character having problems (Shaman 93). And of now, neither she nor the guards and flightmaster phase out. I could finish the quest without any problems.
