Dream Wardens Tabard - where is it :S

Am I missing something with getting the Dream Wardens Tabard?

My renown is over 10 so I qualify for the tabard and I read that its a reward from a quest called “The Tabard Of Your Dreams” but I don’t have that quest and the little green dragon that is supposed to give the quest is not showing up either

has the method of getting the tabard been changed ?

I have like 5 of them in my bags that kept dropping from weekly quests.

There seems to be a bug with all these little NPC’s for all renowns not showing up at moment. Also the renown NPC’s not giving the quests for the Supply Packs.

I’m assuming the emerald dream weekly quests or just and any weekly quests from dragon isle

Emerald dream ones. I have to keep vendoring them
