I have my druid at level 38. I’ve just lost my level 19 rogue.
I don’t know whether to finish my druid or level a new rogue. I do enjoy rogue more though.

Create 3 rogues, put em into inn to get rested exp. Keep leveling your druid, but in case of sleepyness or hard day at work play at rogue that has blue bars of rested exp.
Level both IMO. You could even use your Druid to support your rogue with items, mats etc (unless you want your toons to be separate ofc).
No one should make this decision for you.

Rogue is great
druid. Rogue is miserable to level
Druid is horrid until you get to 10 then 20.
Frankly, both are kind of meh until lvl 10 at least unless you can supply them with a nice green weapon hand-me-down or two. Bear form shakes things up for Druid but it really takes off at 20, with Cat. I found Rogue to also be painful until lvl 10 when you get dual wield and the Rogue quest reward (if you don’t have a decent weapon already), and later on Riposte (if you go combat) and Vanish make a huge difference.
Yeah, my druid is level 39 on hardcore, my rogue is level 21 on a normal classic realm because it died.
I’ve only continued with my rogue to see what it’ll be like when I get vanish.
Good luck with your Druid! The Rogue gets better and better as you level, though my favorite aspects are funnily enough the more “non-combat” skills (lockpicking & pickpocketing), as well as poison making - they give the class a ton of flavor.
