Got numbers of active players, players switching factions for the bonuses etc? Would help elaborating on what could happen. Was it a pop if 500 players 500000 players etc. Alot easier to get 200 players to stop queuing compared to 200000 players.
Lfr worked, LFG worked, warmode worked, PvP talents worked, mercenary mode worked. Not that everything was healthy for the game, but incentives work

Retail also has the current races and much more which we already have, silly point there. Actually it would be more lorelike to give horde vs horde bgs even as right now it feels like horde are grabbed by their balls by the weak alliance pvp community. Its like horde people need to please ally people to get to smash them lol

It was peak at 6K active concurrent players, 3K peak around AQ events. There are statistics and likely logs from every BG run but doubt mods would be happy with sharing private server links 
Mercenary mode isn’t an incentive it just removes a faction filter. Warmode fixed monofaction PvP realms while warmode on still had typical open world problems like “raid groups camping a spot”.
So you don’t want mercenary mode?
Assuming Blizzard gives some tool to help migrate whole guilds then it could have some impact if not I doubt players will “fix” this problem.
Because then it would be unfair, by all means if horde vs horde bgs would happen, then so shall ally vs ally. But giving unfair stuff to other faction which wasnt there cough seal of blood to allys cough can be seen as biased. Am I rite? I mean suuure dual specs for both factions, thats another discussion then tho.

SC2 was the expansion of SC which was initially campaign oriented, dude learn the games you speak of at least xD
