PTR has 2 servers and yes it was crossrealm.
It wouldn’t make much sense not being crossrealm outside of a few servers.

That’s not how the improved need over greed system works, you won’t be able to roll on things you can’t use.
Everyone else is going to click the disenchant button along with you and it’ll be distributed somewhat evenly.

If you think RDF was added purely for your selfish economic desires, yes, RDF is going to fail you.
Thankfully that’s not why it’s being added and I look forward to not seeing someone like you there 
Well obviously it wasn’t created for this reason, just that it was the only thing it would have been useful for. You can already do everything else it does so it is useless by desgin.
