You are forgetting that Broken are the Eredar/Draenei that didn’t flew Argus/Draenor, while the Draenei are either brothers and sisters that escaped with Exodar and crashlanded on Azeroth (or still lives on AU Draenor).
The Draenei have always had their way of Shamanism, although we learn that corrupted planets like AU Draenor is too unstable with the elemental plane in disorder, making shamanism rather discouraged.
Actually, the first broken were Draenei who’s connection to the light was severed by fel magic during the siege of Shattrath (as far as memory serves). These Draenei begin hearing the call of the elements at a later point in time. So Nimrhys is right that the Broken from original Draenor (TBC time) taught them shamanism.
Technically, unless Blizzard changed their lore concerning the elements, the elements do not like to share, which is why normal Draenei do not hear their calling because they are light worshippers first and foremost. They do not share, so to say, which leaves the possibility of Draenei shamans questionable.
It may be possible that some of them do turn to shamanism, but that basically means they have to turn their back towards the Light, which I assume isn’t something their kin welcomes with open arms.
Their old ways may had roots in shamanism, but I doubt that stayed after they had to leave Argus, since the workship of the Light/Naaru trumps everything else in their society.
Never played a shaman and was wondering which one of the two would be a better, perhaps more lore-accurate shaman? I think the other one would be a paladin.
If you are aiming for lore accuracy I personally would opt for dwarves for shamans. They had much better established lore towards shamanism thanks to the wildhammer clan. Just keep in mind that your helmet selection will be lower compared to Draenei because a lot of helmets eat dwarven beards for breakfast.
And no dwarf is a real dwarf without a magnificent beard.
