Just curious whether those who have early access will be able to level all the way to 80 by joining the pre-patch event or if it will be capped at level 70.
I assume you have access to all content which would be available to others on the normal launch
If loosing access to the pre-patch event comes with Early access, that’s important information. I think that’s kind of what the OP is asking for.
I’m also interested to know. I didn’t think of this, but I need to know so I can spend any currency I’ve got before if I need to!

Isn’t the prepatch event ending on the 21st? With early access starting on 23rd?
I think one doesn’t exclude the other. So those with early access can take part in both: pre-patch event and new zones.
Pre-patch ends on the same day TWW releases that is on the 26th August so technically speaking you will still have 3 to 4 days of pre-patch content during early access, therefore since everyone is eligible to partake in the pre-patch then it is wise to say that you will be able to level past level 70.
The Radiant Echoes pre-patch event for The War Within will begin on July 30th and will last until August 26th - The official release date day for the War Within expansion.
