Let’s hope this gets fixed. It’s the only Elder I need to have all Lunar Festival achievements o.O
Apparently he appears in the interim between the join popup and WG battle actually starting.
Haven’t had a chance to confirm this yet.

I went to Wintergrasp Fortress where Elder should be.
I couldn’t see him. At that moment WG BG queue popped.
Joined the Queue ->quick loss, got out and was able to see Elder.
Completed the quest and got instantly teleported out since WG BG was still active.
Must be phasing issue.
