Ele Shaman biggest problem is still

Earthquake.

It is incredibly frustrating to spend Maelstrom on Earthquakes just for the enemies to immediately get out of the area by either:

  1. Tank chainpulling or kiting.
  2. Enemies fleeing for their lives (HoA, Gambit, etc).
  3. Mechanics/AoEs that force the team to move away from enemies (Halkias, Priory bosses, etc).

Not only that, but because of the DoT component, a lot of the damage is wasted when enemies die.

Therefore I have a couple suggestions to fix this issue, those being:

  1. Make Earthquake follow the target similarly to how the Earth Elemental legendary worked back in Shadowlands (It follows the target you cast it on, or the first target that gets hit if you use the selectable area variant, re-following new hit targets if the first one dies).
  2. Make it shorter duration, instead of being 6 seconds long, make it 3 seconds (adjusting the ticks appropiately so they still knock down enemies at the same rate), so even if enemies move away they would still take most of the damage.
  3. Remove the DoT component and make it a direct hit like Earth Shock but in AoE.

Either one of those is fine, but please do something about it. Elemental is looking really good going into Midnight with the removal of Icefury, DRE and Echoes, but Earthquake is still a very outdated spell that needs to be fixed.
