I can’t seem to find it now? When I check the internet, it only brings outdated information where it used to be sold in old underbelly Dalaran by Fizzi? Is it removed from the game? Because WoWhead and stuff just give outdated information?
Wowhead information is correct as of right now. I’m looking at her, and she sells it. I used this comment for coordinates:
The item is sold by Fizzi Liverzapper in the Underbelly of Dalaran(Legion). The base price is 30 gold, but the price is reduced with Kirin Tor reputation, the lowest being 23 gold. This elixir stacks to 200, can be traded and sold on the AH, and has a minimum requirement of character level 5. There is no cooldown once the elixir is used and a 60 minute buff is started on your character. The buff persists through death and logging off.
Are you sure you are in Legion Dalaran, not Northrend Dalaran.

Yup. The Kirin Tor moved it to the Broken Islas to use as a base against the Legion Invasion! 
Do the Legion beginning quests and you will quicky get an extra Hearthstone to there.
