Elune's Candle not working on Players

Hi,
In wow classic, the item Elune’s Candle (classicdb.ch/?item=21713)
does not work on other players.

The item has 88 charges. When I use it targeting other players, ONE CHARGE IS CONSUMED meaning the item is successfully used, however no firework display whatsoever, nothing happens. (It does work fine targeting any NPC)

it’s not just my client software display, I actually asked other players if they see anything : they don’t see anything. (They do see fine if I use it on NPC)

The fact that a charge is consumed means Blizzard intended it to work (otherwise it would simply say Invalid Target). And indeed it worked in Classic back then. So I guess this is a bug?

Do you mind having a quick look? It already works fine on NPC so it’s probably quick to fix.
