Is there an email to make a report/complaint about issue’s regarding the forum and some user’s?
There isn’t really an email address or anything.
Much as with in game issues where you right click report players, the forums rely mostly on using the report feature via flagging using the appropriate category. Are you struggling to flag the problem posters?
Even if you contact support via a ticket they will advise you to use the existing reporting system.
Having said that I did find this support article about forum moderation itself:-

Its more like an on going harassment from a player to others and they are still posting, but ty for help.

That sucks 
Generally with harassment, the advice is that the person being harassed report and block the person who is doing the harassing. If the harasser then tries to circumvent any block then Blizzard can be contacted.
