Have Blizzard announced when they’re making dungeon bosses drop Emblems of Frost?
Not that I am aware of.
Given that Cata is around the corner and we haven’t seen any changes in wotlk in months I assume never.

That will never happen. Maybe you can buy those items during cata prepatch with the basic dungeon currency, when frost badges no longer exist.
