Can confirm. HOA does not count, works with all other dungeons.

Every year this same damn bug, thought they fix this before it hit EU servers.

We’re aware that completing Halls of Atonement in M+ doesn’t grant credit for the quest ‘Emissary of War’ and are working on a fix. In the meantime, you may need to run another dungeon to progress the quest. We apologize for the inconvenience and thank you for your understanding!
