If you save your Enhanced Level 70 Character Boost for season 4, will you get gear higher than 424 or will the rewards basically be the same as of now (season 3)?

They will most likely be the same.
I would not sweat it though, the ilvl, whether it be 424 or 463 (calculated 424 + possible seasonal 39), are very low, in fact lower than heroic dungeon loot next season. You will be able to get better gear very quickly. So if you want to play something, just go ahead and enjoy.

It won’t matter much I think. The boosting gear is not upgradable as far as I know, so you will discard it rapidly.
