So when am i getting it?
When i go to shop and levelling, i have to pay for it.

The free boost included with purchase should appear in the top right of your character select screen. You can click on that to choose the character you want to boost. (Must be a retail character).
The ones in the shop are if you want to purchase additional boosts.
