Enhancement 9.2 Flame Shock spread random?

Hey ! I recently tested a lot with the new 9.2 mechanic of spreading Flame Shock to multiple targets with Lava Lash.

I tested with a 4 targets training dummy pack (in Boralus). I Flame Shock my first target, then Lava Lash the same one.
Some times the Flame Shocks is applied to the other 3 targets (meaning that now all 4 targets have Flame Shock on them)
but some other times, Lava Lash will instead refresh an existing Flame Shock, and not spread to all 4 targets, resulting in having one of the 4 to not have Flame Shock on it.

Is it part of the new spreading system? How can i make sure that all targets get a Flame Shock with a single Lava Lash cast?

Shouldn’t it (as the description says) use the closest targets?

Haven’t yet tested it, I just wonder how I’ll get it to 6 targets.

Lava Lash spreads Flame Shock to 3 nearby targets (in this situation, the 3 CLOSEST targets) either to apply new debuffs or to refresh previous applications.
