Seems full Ice lance spec is better than frostbolt for pvp at the moment as Ice Lance both hits and crits for more than frostbolt.
This is a pretty boring change as Ice Lance spam just gives an insanely boring playstyle

No, this is without conduits
You can spec into Meteor/Ice Nova, Ray Of Frost, Comet Storm, Freezing Rain, Glacial Spike build too ( I don’t know the rotational order though since its truly read build at level 70).
